Players can get Almond Cookie from any epic chest. In fact, you can unlock it from level 5. You don’t have to fulfill any conditions or quests to get this cookie; it depends on your luck.
Almond Handcuffs: Uses magical handcuffs to apprehend the enemy with the lowest max HP and apply the Damage Link Debuff. It disperses a portion of damage the apprehended enemy receives between up to five linked enemies (cannot be applied to summoned creatures).
